Biggleswade National Grid 400/132kv Substation

Biggleswade, Bedfordshire, UK

The Biggleswade National Grid Substation forms part of the UK’s critical electricity infrastructure, supporting the reliable transmission and distribution of power while helping maintain network stability and integrate renewable energy sources.

Delivered by Seen Services, the project involved the installation and commissioning of key mechanical and electrical building services, including low voltage electrical distribution, HVAC, mechanical ventilation, lighting, life safety systems, communications infrastructure and specialist earthing installations.

Dewick & Associates was engaged to produce Client Formatted Mechanical and Electrical Operations & Maintenance Manuals. The documentation provides the asset owner with comprehensive information to support the safe operation, planned maintenance and long-term management of the substation’s mechanical and electrical assets throughout the facility’s operational life.

Project Value

Seen Services is a specialist mechanical and electrical contractor delivering complex building services solutions across the energy, utilities, commercial and infrastructure sectors throughout the United Kingdom. The company provides design, installation, commissioning and maintenance services for projects where reliability, technical excellence and regulatory compliance are essential.

With extensive experience delivering mechanical and electrical systems for mission-critical environments, Seen Services understands the importance of robust documentation that supports efficient handover, ongoing maintenance and operational resilience.

The National Grid owns and operates the high-voltage electricity transmission network across England and Wales, connecting power generation with regional distribution networks that supply homes, businesses and essential services. The organisation is responsible for maintaining one of the world’s most complex energy networks, making accurate asset information and lifecycle documentation critical to the safe operation of its infrastructure.

Electrical substations operate within one of the most highly regulated sectors of the construction industry. Every mechanical and electrical system must be fully documented to support safe operation, preventative maintenance and statutory compliance throughout the asset lifecycle.

The Biggleswade National Grid Substation incorporated a wide range of integrated building services, including low voltage electrical distribution, HVAC systems, mechanical ventilation, emergency lighting, fire detection, security, communications and specialist earthing systems. Consolidating technical information across these disciplines into a single, structured Operations & Maintenance Manual required careful coordination with multiple stakeholders and rigorous quality assurance.

The documentation also needed to support compliance with key UK legislation and industry standards, including the Building Safety Act 2022, the Construction (Design and Management) Regulations 2015 (CDM), the Electricity at Work Regulations 1989, the Health and Safety at Work Act, and relevant BS 7671 IET Wiring Regulations, ensuring operators had the information necessary to safely manage critical infrastructure throughout its operational life.

Drawing on extensive experience producing technical documentation for complex infrastructure, utilities and mission-critical facilities, Dewick & Associates developed comprehensive Mechanical and Electrical Operations & Maintenance Manuals tailored to the operational requirements of National Grid assets.

The project was managed by a dedicated Client Coordinator, who worked closely with Seen Services to monitor documentation progress, coordinate submissions from multiple suppliers and subcontractors, and ensure project deliverables aligned with the construction programme. This collaborative approach provided a single point of contact throughout the documentation process while maintaining quality and programme certainty.

Supporting the project was nucleus, Dewick & Associates’ proprietary cloud-based documentation platform. nucleus streamlined the collection, tracking and review of technical documentation, allowing all stakeholders to monitor document status, manage approvals and identify outstanding information in real time. This significantly improved document control and reduced administrative overhead across the project.

Our experienced Technical Writers then undertook a detailed review of all submitted documentation, verifying technical accuracy, consistency and compliance before producing structured Operations & Maintenance Manuals. Information included operating procedures, maintenance schedules, fault-finding guides, system descriptions, design data, manufacturer literature, warranties, statutory certificates and as-installed documentation.

The manuals documented critical services including:

  • Triple-redundant LVAC distribution systems
  • Mechanical Ventilation Heat Recovery (MVHR) systems
  • Split-system air conditioning
  • Emergency lighting and life safety systems
  • Fire detection and alarm systems
  • Security and access control
  • Cat 6A communications infrastructure
  • TN-S earthing and bonding systems
  • Planned preventative maintenance schedules extending from weekly inspections through to five-year maintenance cycles

Rather than simply compiling project documentation, Dewick & Associates produced practical operational manuals that support ongoing compliance with UK legislation, relevant British Standards and manufacturer maintenance requirements including:

  • Health and Safety at Work etc. Act 1974
  • Electricity at Work Regulations 1989
  • Construction (Design and Management) Regulations 2015
  • Control of Substances Hazardous to Health Regulations 2002
  • Waste Electrical and Electronic Equipment Regulations 2013
  • Hazardous Waste (England and Wales) Regulations 2005
  • BS 7671, Requirements for Electrical Installations
  • BS 5839-1:2025, fire detection and fire alarm systems for non-domestic premises
  • BS 5266-1:2025, emergency lighting
  • BS EN 50110-1, operation of electrical installations
  • Applicable National Grid and UK Power Networks engineering specifications.

By consolidating operating procedures, maintenance schedules, compliance certificates, system data and lifecycle information into a single, structured resource, Dewick & Associates helps ensure critical infrastructure can be safely operated and maintained long after construction has been completed.

The completed Mechanical and Electrical Operations & Maintenance Manuals provide National Grid’s operational and maintenance teams with a comprehensive reference for the safe management of the Biggleswade Substation.

Facilities personnel can quickly access operating procedures, preventative maintenance requirements, fault-finding information, statutory compliance records, warranties and technical documentation, supporting efficient maintenance planning and reducing operational risk.

By delivering accurate, quality-assured documentation, Dewick & Associates helped ensure the transition from construction to operation was supported by reliable information, enabling the long-term performance and resilience of this important piece of UK energy infrastructure.
