The Anne and Eric Smorgon Active Living Centre is a residential aged care facility in Melbourne operated within the Jewish Care Victoria network, providing high-quality residential care, support and active living programmes for older members of the community.
Aged care facilities of this kind place significant demands on their mechanical services, where heating, ventilation and air conditioning must deliver consistent thermal comfort and air quality for residents whose health and wellbeing are directly affected by their environment. To support the mechanical services handover, Dewick & Associates was engaged to produce the Mechanical Commissioning Plan and the Mechanical Services O&M Manual on behalf of the mechanical contractor.
Our focus was on producing a coordinated commissioning and handover documentation package that supported verification of the mechanical systems before the facility entered residential use, and that gave the facility’s management team a reliable, ongoing reference for the installation.

The mechanical contractor Coldflow Mechanical Services delivered the HVAC and associated mechanical services for the Anne and Eric Smorgon Active Living Centre, working within the operational sensitivities of an aged care environment where comfort and air quality are central to resident wellbeing.
Aged care providers require confidence that mechanical systems are performing to specification before residents move in, since correcting performance issues in an occupied aged care facility is highly disruptive to a vulnerable resident group. The contractor engaged Dewick & Associates to produce a Mechanical Commissioning Plan to structure the commissioning process and a Mechanical Services O&M Manual for the ongoing operation of the facility.
Producing both a Commissioning Plan and an O&M Manual for an aged care facility requires a clear understanding of how the two documents support different phases of the project. The Commissioning Plan needs to provide a structured framework for verifying that the HVAC systems are installed and performing correctly across the full range of operating conditions before the facility opens, giving the project team confidence that the thermal comfort and air quality requirements of an aged care environment will be met from day one.
The O&M Manual then needs to give the facility’s management and maintenance team a clear, practical reference for operating and maintaining the systems through their service life, structured so that maintenance can be planned and recorded reliably in a continuously occupied care environment.
Dewick & Associates’ in-house technical authors produced a Mechanical Commissioning Plan setting out the methodology, including a detailed project scope and description of systems installed, procedures to follow, inspection and test plans and commissioning record sheets.
To save the mechanical contractor time and improve the efficiency of the commissioning process, Dewick & Associates provided pre-populated test sheets for each item of equipment to complement the commissioning plan.

The project resulted in a coordinated Mechanical Commissioning Plan and O&M Manual that supported a well-structured commissioning process and gave the Anne and Eric Smorgon Active Living Centre management team a reliable reference for the mechanical systems that maintain resident comfort and air quality.
