Sydney Metro City and South West Station Upgrades

Sydney Metro City and South West is Australia’s largest public transport infrastructure project, extending the Sydney Metro network through the CBD, under Sydney Harbour and south-west to Sydenham and Bankstown. The station upgrades associated with this programme represent a significant investment in the building services and passenger environment infrastructure across the network’s stations, with works spanning platform reconstruction, accessibility provision, bridge upgrades and track / signalling and communication modification.

To support the mechanical services handover for the station upgrade works, Dewick & Associates was engaged to produce the Mechanical Services O&M Manuals on behalf of the mechanical contractor Climat Commercial, providing Transport for NSW and the station operations team with clear, compliant documentation for the installed systems.

Climat Commercial was responsible for the works, delivering the mechanical services scope across the station upgrade programme, including tunnel and platform ventilation systems, station concourse HVAC, hydraulic services and associated plant in a complex, live environment where works must be planned around operational rail windows and strict safety protocols.

Metro station mechanical systems operate in a demanding environment where performance is critical to passenger safety and where access for maintenance is constrained by operational rail timetables. The contractor engaged Dewick & Associates to produce Mechanical Services O&M Manuals that would close out the mechanical handover to Transport NSW’s requirements and give the operations and maintenance teams a reliable working reference.

Mechanical documentation for metro station infrastructure carries obligations that extend well beyond those of a typical commercial building. Station ventilation systems, plant rooms and associated mechanical services support both passenger comfort and critical safety functions, requiring documentation that aligns with Transport for NSW standards and rail industry compliance requirements. Maintenance activities are also constrained by operational access restrictions and rail possession windows, meaning maintenance teams need clear, reliable information to plan works efficiently and safely. O&M Manuals must therefore provide both the technical depth required for complex station systems and the practical usability needed in a live rail environment, ensuring assets can be maintained effectively throughout their operational life.

Dewick & Associates’ in-house Client Coordinator & technical authors managed and produced Mechanical Services O&M Manuals  covering the full mechanical scope of the station upgrade works. The documentation included detailed system descriptions, equipment schedules, manufacturers’ technical data, operating procedures and preventative maintenance requirements, all developed to meet project and rail compliance obligations.

Particular attention was given to station ventilation and other critical mechanical systems, with procedures written to reflect rail safety requirements, restricted access conditions and operational maintenance constraints. The manuals were provided with space for key project documentation such as commissioning results, certificates and as installed drawings. 

The manuals were supplied in the client’s required format, ensuring consistency with Transport for NSW documentation standards and seamless integration into existing asset management and maintenance processes.

The completed Mechanical Services O&M Manuals delivered a clear and compliant reference for the upgraded station mechanical systems. Transport for NSW operations and maintenance teams received structured documentation that supports planned maintenance activities, rail safety compliance and the long-term performance of critical station infrastructure. By providing information in the required client format, the manuals enabled a smooth handover process and alignment with established operational procedures.
