South Bank sits on the western side of Teesworks, the UK’s largest Freeport, on the River Tees. A new 450-metre dedicated quay has been built to service the offshore sector, supported by 125 acres of hard standing for manufacturing, storage and mobilisation. The new two-storey Quay Facilities Building provides the office and warehouse accommodation that supports day-to-day operations on this nationally significant site.

To support the long-term operation of the building, Dewick & Associates was engaged to author a combined Mechanical & Electrical Operation and Maintenance (O&M) Manual on behalf of the Principal and MEP Contractor.

Our focus was on producing a clear, compliant manual covering the full mechanical and electrical scope, giving the facility’s operators the information they need to keep this critical building running efficiently.

Graham is one of the UK and Ireland’s leading construction, asset management and project investment businesses, with a strong record of delivering complex public and private sector schemes across building, civil engineering and interior fit-out.

For South Bank Quay, Graham acted as both Principal Contractor and MEP Contractor, taking responsibility for the Quay Facilities Building’s full mechanical and electrical installation alongside the wider site delivery. Given the scale of the Teesworks Freeport and the building’s role in supporting offshore industry operations, Graham required a documentation partner who could turn a comprehensive M&E scope into a single, well-structured handover deliverable.

The scope for the Quay Facilities Building runs across a wide range of systems including:-

  • Mechanical services
    • Low Temperature Hot Water (LTHW) heating system served by Air Source Heat Pumps (ASHPs) and circulation pumps, connected to LTHW radiators
    • Air-cooled, reverse cycle Variable Refrigerant Flow (VRF) and split type air conditioning systems
    • Ventilation system including Heat Recovery Units (HRUs) and stand alone exhaust ventilation fans
    • Sewer drainage, hot and cold water systems serving sanitary fixtures and fittings
  • Electrical Services
    • Underground consumer mains serving a site main switchboard and distribution boards providing power throughout
    • Electric Vehicle Charging (EVC) stations
    • General, Emergency and Exit lighting systems
    • Structured CAT 6 communications cabling system
    • Security Grade 2 access control system complete with Warning and Internal Sounders
    • Lightning protection system

 

Dewick & Associates needed to collaborate with the principal Contractor Graham and their supply chain to bring all of the relevant documentation into one coherent O&M Manual that operators can navigate quickly, particularly given the building’s role in supporting time-critical industrial activity on the quayside.

Dewick & Associates authored a combined Mechanical & Electrical O&M Manual that organises the full installation into clearly defined system descriptions, supported by manufacturer literature, equipment schedules and preventative maintenance guidance.

The manual covers all key mechanical and electrical services including LTHW heating system, ASHPs and circulation pumps, VRF and split air conditioning, ventilation and HRUs, sewer drainage and water services on the mechanical side, and the underground consumer mains, switchboards, EV charging, lighting systems, communications cabling, access control and lightning protection on the electrical side. Each section is written to be useful both to in-house operators and to external maintenance contractors, with clear cross-references back to the installation drawings.

The project resulted in a fully compliant suite of M&E documentation that supports the long-term operation of a building underpinning a major piece of UK industrial infrastructure. The Teesworks operations team now has a comprehensive operational record for the Quay Facilities Building’s mechanical and electrical assets, helping them optimise system performance and minimise the risk of downtime in a setting where uptime directly affects offshore operations on the quay.
