Bondi Pavilion is one of Australia’s most iconic and culturally significant public buildings, sitting directly on the beachfront at Bondi Beach in Sydney’s Eastern Suburbs. Originally built in 1929, the Pavilion has served generations of Bondi visitors and the local community as a changing facility, performance venue, gallery, community centre and civic gathering place.
The heritage renovation works, delivered by Waverley Council, restored and upgraded the Pavilion while preserving its architectural character and reinforcing its role as a living community and cultural asset for Sydney.
To support the mechanical services handover, Dewick & Associates was engaged to author the Mechanical Services O&M Manuals on behalf of the mechanical services contractor Ambient Services Group, providing the Council’s facilities team with a clear, compliant record of the installed mechanical systems.

Ambient Services is a leading Australian mechanical services contractor specialising in the design, installation and commissioning of HVAC, plumbing and mechanical building services across complex commercial, healthcare, education and public infrastructure projects. For the landmark restoration of Bondi Pavilion, Ambient Services delivered the mechanical services package within one of Australia’s most recognised heritage buildings, carefully integrating new HVAC and associated building services into the existing heritage fabric while maintaining the building’s historic character.
Working within an active public environment and under strict heritage conservation requirements, the project demanded comprehensive handover documentation that accurately reflected both the newly installed systems and their relationship with the existing building. Ambient Services engagedDewick & Associates to produce the Mechanical Services O&M Manuals and , providing Waverley Council with a complete asset management resource that supports ongoing operation, maintenance and statutory compliance for this nationally significant community facility.
Delivering mechanical services documentation for a heritage-listed public building requires far more than recording installed equipment. The Bondi Pavilion redevelopment combined modern mechanical infrastructure with significant heritage elements, requiring maintenance information that clearly identified operational procedures while recognising the limitations imposed by heritage conservation.
The facility accommodates theatres, galleries, community spaces, amenities, change rooms and public gathering areas, each with unique environmental and ventilation requirements. The documentation needed to support Waverley Council’s facilities management team with clear operational guidance while ensuring future maintenance activities remain consistent with heritage conservation principles, the National Construction Code (NCC), relevant Australian Standards and the building’s heritage obligations under the Heritage Act 1977 (NSW). Heritage upgrades also required careful consideration of fire safety, accessibility and building services integration to achieve compliance without compromising significant building fabric.
Dewick & Associates prepared a comprehensive Mechanical Services O&M Manual together with a CIBSE TM31 Building Logbook, delivering a structured reference for the ongoing management of the mechanical installation throughout the facility.
Our in-house technical authors compiled detailed equipment schedules, asset registers, manufacturer literature, commissioning information, operating procedures, preventative maintenance schedules, troubleshooting guidance and system descriptions tailored to the operational requirements of the renovated pavilion. The documentation clearly identified maintenance responsibilities, inspection intervals and lifecycle requirements, while providing context around the interaction between new mechanical services and the retained heritage building fabric.
The accompanying CIBSE TM31 Building Logbook established an operational framework for recording building performance, planned maintenance activities and system changes throughout the life of the asset, supporting improved facilities management, energy performance monitoring and long-term asset stewardship.
The completed Mechanical Services O&M Manual and CIBSE TM31 Building Logbook provided Waverley Council with a clear, compliant and practical handover package that supports the long-term operation of Bondi Pavilion’s mechanical systems. Facilities staff now have a single, structured source of information to assist with maintenance planning, statutory compliance and the efficient management of building assets across this complex, multi-purpose public facility.
For Ambient Services, the documentation delivered a professional close-out of a technically demanding heritage project, demonstrating the quality of the completed mechanical installation while satisfying client handover requirements. The result is an enduring asset management resource that supports the ongoing performance of the building’s mechanical services while helping preserve one of Australia’s most iconic heritage destinations for future generations.
