To support project completion and handover requirements, Dewick & Associates was engaged by McPhillips to deliver a comprehensive suite of handover and compliance documentation, including Building Handover Manuals, Maintenance Matrices, Health & Safety Files, and the Regulation 38 Fire Safety Information File.

For the Telford 6th Sixth Form Centre project, McPhillips was responsible for delivering a high-quality education facility within a live regeneration environment. The project required strict compliance with statutory handover obligations and coordinated documentation across multiple building services disciplines.
Dewick & Associates was engaged to provide structured technical handover documentation to support building completion, regulatory compliance, and future facilities management operations.
Education facilities require a robust and fully coordinated handover process to ensure safe occupation, effective operation, and long-term asset performance. For the Telford 6th Sixth Form Centre, the project team needed to ensure that all statutory and operational documentation was fully aligned with UK regulatory requirements and suitable for long-term facilities management use.

The handover deliverables needed to move beyond compliance documentation alone, providing a practical operational toolkit for the building owner and estates team.
Dewick & Associates developed a structured suite of handover deliverables aligned with UK construction compliance requirements and best practice facilities management principles.
The scope of works included the preparation of comprehensive Building Handover Manuals, providing detailed operational documentation for all building systems. These manuals captured plant information, operating procedures, key system interfaces and the information required to support the ongoing management of the facility.
Detailed Maintenance Matrices were also developed, establishing structured maintenance schedules covering statutory obligations, planned preventative maintenance and manufacturer-recommended servicing requirements across the mechanical, electrical, hydraulic and fire services.
To support regulatory compliance, a complete Health & Safety File was compiled in accordance with the Construction (Design and Management) Regulations. This documentation consolidated as-built safety information, identified residual design risks and documented ongoing operational safety requirements for the completed facility.
A Regulation 38 Fire Safety Information Package was also prepared in line with UK Building Regulations. This provided the Responsible Person with the information necessary to manage fire safety systems effectively, undertake ongoing fire risk management and maintain compliance throughout the building’s operational life.
All documentation was developed in a coordinated format to ensure consistency, traceability, and ease of use for facilities management teams transitioning into occupation.
A key focus was ensuring information was not only compliant, but also operationally practical, enabling long-term asset management and safe building operation.
The completed handover documentation package provided McPhillips Construction and the project stakeholders with a fully coordinated and compliant suite of deliverables supporting practical completion and building occupation.
