Located in the heart of the Dumballs Road regeneration zone, this £55 million project is key in delivering Cardiff City Council’s Local Development Plan Strategy. United Infrastructure has delivered high-quality new homes as part of a mixed-use scheme on a vacant site in a highly sustainable, brownfield location on behalf of Ridgeback Group. The project consists of 432 one and two-bedroom residential apartments across two blocks of 15 and 8-storeys respectively, providing much-needed homes for local people. The development will also offer indoor and outdoor amenity space, a public square, commercial space on the ground floor and extensive landscaping.
To support the handover of this Cardiff Build to Rent development, Dewick & Associates was engaged to author the Building Handover Manual for the project, providing the asset management and facilities team with a comprehensive, well-structured reference from the outset of tenancy operations.
Our focus was on producing a handover deliverable that reflected the long-term asset management approach of a Build to Rent operator, structured so that it would support not just the initial handover but ongoing maintenance, warranty management and planned replacement programmes across the life of the building.

United Infrastructure was responsible for this project and delivered a purpose-built Build to Rent scheme in Cardiff, working to the contractual and documentation standards expected by an institutional investor and professional property management operator. Build to Rent clients typically have more demanding handover requirements than traditional residential clients because the building is an operational asset that needs to perform reliably from the day tenants move in, that continuously rolls over with each new resident.
The builder engaged Dewick & Associates to produce a Building Handover Manual that would satisfy the investor and management company’s requirements and give the facilities team everything they needed to operate the building from day one.
Build to Rent developments require handover documentation that serves two distinct audiences simultaneously. The facilities management team needs a practical, system-by-system reference that supports day-to-day building operations, maintenance scheduling and contractor management. The asset management team needs a warranty schedule, product certification record and maintenance log structure that supports planned replacement programmes and protects the building’s long-term value. Bringing both sets of requirements together in a single, coherent document, while drawing on information from across a large number of subcontractors and suppliers, is the core challenge of Build to Rent handover documentation.
Dewick & Associates used our nucleus online portal to coordinate the collection of product literature, warranty information, care and maintenance procedures, and compliance certificates from the project’s subcontractor and supplier network, with full visibility on the status of each submission throughout the collection process. Our technical writing team then compiled the Building Handover Manual covering the project description, project team details, product schedules, supplier documentation, warranty records, compliance certificates and preventative maintenance log sheets, structured to serve both the facilities and asset management functions from day one of building operations.
Dewick & Associates also provided Health & Safety File, and Regulation 38 File along with the BHM, ensuring full compliance with UK Building Regulations and supporting the smooth transfer of critical information to the building owner and end users. These documents are a legal and contractual requirement for construction projects under the Building Regulations 2010 (as amended) and the Construction (Design and Management) Regulations 2015 (CDM 2015). They ensure that the client receives all necessary information to manage, maintain, and operate the building safely and efficiently, including fire safety information, as mandated under Regulation 38.
The project resulted in a comprehensive Building Handover Manual that supports the professional management of a Build to Rent asset in Cardiff over its full operational life. The facilities and asset management teams have a well-structured, complete reference covering the building fabric, materials, systems, warranties and maintenance requirements, giving them a reliable foundation from which to manage the building efficiently and protect its long-term value.
For the builder, the deliverable meets the handover obligations on a high-standard residential development. By outsourcing to Dewick & Associates, the project avoided the resource burden often faced when compiling handover documentation in-house, particularly the coordination between multiple subcontractors, design consultants, and site teams.
