The Hyatt Centric Melbourne is a premium hotel in the Melbourne CBD delivering the Hyatt Centric brand’s design-led, experience-focused hospitality offering to guests in one of Australia’s most vibrant cities.
Alongside the Mechanical Services O&M Manuals produced for this project, Dewick & Associates was also engaged to author the Commissioning Plan and Inspection and Test Plans (ITPs) on behalf of the mechanical contractor Auscool Air Conditioning & Mechanical Services, providing the project team with a structured framework for quality assurance, performance verification and the systematic testing of the mechanical installation prior to practical completion.
Our focus was on producing a Commissioning Plan and ITP suite that gave the project team a clear, auditable process for verifying that the mechanical systems had been installed and were performing to the design specification, so that the hotel could open with confidence in its building services.

Auscool Air Conditioning delivered the HVAC, plumbing and associated mechanical services for the Hyatt Centric Melbourne project, Requiring a high level of coordination across complex building services and tight programme constraints. Given the expectations of an international hotel operator, the project demanded a robust Commissioning Plan supported by a detailed suite to demonstrate that all mechanical systems were installed, verified and commissioned in accordance with project specifications, relevant Australian Standards and applicable NCC requirements.
To meet these requirements, Auscool engaged Dewick & Associates to develop a coordinated documentation package that would support compliance, quality assurance and a structured handover process aligned with hotel operational standards.
The mechanical commissioning documentation needed to cover the full scope of services, including HVAC plant, air distribution systems, hydraulic services, drainage, BMS controls and kitchen mechanical ventilation. Each system required clearly defined inspection and test requirements that aligned with manufacturer specifications, project design intent and regulatory obligations under the National Construction Code, along with relevant Australian mechanical services and building services standards.
A key complexity was ensuring the Inspection and Test Plans (ITPs) were sufficiently detailed to support traceable quality assurance while remaining practical for site execution. Each ITP needed to clearly define hold points, witness points, acceptance criteria and verification records, ensuring that every stage of installation and commissioning could be independently verified without ambiguity.
The programme constraints of a high-end hotel development added further pressure. Commissioning activities needed to be sequenced carefully to avoid delaying practical completion and the operational opening date, while still ensuring all systems were fully tested, balanced and compliant. The documentation therefore had to support efficient sequencing, minimise rework risk and provide a clear audit trail for client and operator sign-off.
Dewick & Associates technical authors and engineering teams developed a structured Commissioning Plan aligned to the full mechanical services scope, setting out the methodology for commissioning, system-by-system sequencing, roles and responsibilities, and formal sign-off requirements. The plan was designed to align with compliance obligations and ensure a controlled transition from installation through to operational readiness.
A comprehensive suite of Inspection and Test Plans (ITPs) was developed alongside the Commissioning Plan. These ITPs formed the core quality assurance framework for the project, defining hold points, witness points and acceptance criteria for each mechanical system. Each ITP also specified the required verification documentation, ensuring a consistent and auditable record of compliance across installation, pre-commissioning and final commissioning stages.
The documentation was structured to support both contractor delivery teams and client-side quality assurance requirements, ensuring alignment with regulatory expectations, manufacturer requirements and hotel operator standards. This approach improved coordination across disciplines and provided a clear framework for managing commissioning activities efficiently within the construction programme.
The Commissioning Plan and ITP suite provided Auscool Air Conditioning and the Hyatt Centric Melbourne project team with a clear framework for managing mechanical commissioning and demonstrating compliance. The documentation supported efficient programme delivery, reduced the risk of rework and created a complete auditable record of inspections, testing and commissioning for handover. The result was a professional project closeout that met the quality assurance expectations of an international hotel operator and provided long-term value for future building operation and maintenance.
