The new Erdington Business Park development sits on a brownfield site on the outskirts of Erdington, Birmingham, and provides two units offering combined warehouse and office accommodation. The two units share a total floor area of 9,315 m², with first-floor offices, dedicated site car parking and external service yard areas, giving incoming occupiers a flexible, modern industrial setting.

To support the long-term operation, energy reporting and end-user understanding of the building services, Dewick & Associates was engaged by the project mechanical contractor Davis and Birch Ltd to deliver a coordinated set of three documents.

Our scope covered the Mechanical O&M Manuals, a CIBSE TM31 Logbook for energy and performance reporting, and a Building User Guide written for everyday building operators.

Davis and Birch Ltd is a UK mechanical contractor specialising in commercial and industrial building services installations. For the Erdington Business Park development, Davis and Birch was responsible for the full mechanical scope across both units, working to a programme that needed to dovetail commissioning, handover and end-user occupation. With the building serving as warehouse and office accommodation, and with energy and operational performance forming an important part of the brief, Davis and Birch required a documentation partner who could deliver an O&M Manual, a CIBSE TM31 Logbook and a Building User Guide as a single, coordinated handover package.

Industrial and commercial developments such as Erdington Business Park must satisfy a range of handover and operational requirements. The mechanical installation needs comprehensive O&M documentation for facilities managers and maintenance contractors, a Building Log Book that supports ongoing energy monitoring in accordance with CIBSE TM31, and a Building User Guide that enables occupants to operate the building efficiently.

The development was also required to comply with the energy efficiency provisions of Building Regulations Part L, with commissioning and handover information supporting the long-term performance of the building’s HVAC systems. Where applicable, the quality of this documentation also contributes to BREEAM Management credits relating to commissioning and building user information.

Delivering these documents separately risks duplicated information, inconsistent maintenance requirements and conflicting equipment records. The challenge was to produce a coordinated suite of documentation that maintained technical accuracy while presenting information appropriate to facilities managers, maintenance contractors and everyday building users.

Dewick & Associates produced three coordinated deliverables for the project. The Mechanical O&M Manuals provide detailed information on the mechanical systems installed in each unit, including operational guidelines, maintenance schedules and troubleshooting recommendations to help systems run efficiently, extend equipment life and meet regulatory and warranty requirements.

The CIBSE TM31 Building Logbook gives the building operator a framework for recording and monitoring energy consumption, tracking operational performance, identifying improvement opportunities and supporting future energy upgrades.

The Building User Guide sets out practical, plain-language instructions for day-to-day operation, maintenance tips and key safety information. Together the three documents allow the building user to understand the systems installed, operate and maintain them effectively, and monitor energy performance over time.

The project resulted in a coordinated handover package that supports both the technical operation and the energy performance of the new development. The incoming occupiers and their facilities teams now have a clear technical record for the mechanical systems, a structured logbook for tracking energy use, and a user-friendly guide for day-to-day building operation. Together, these documents help the operations team optimise performance and minimise the risk of downtime across both warehouse and office units, with a clear path for monitoring and improving the building’s environmental impact over the years to come.
