Ballarat Base Hospital is the principal public hospital serving the Grampians region in western Victoria, providing acute, surgical, emergency and specialist services to a regional catchment that extends well beyond the city itself. The hospital’s redevelopment forms part of a significant Victorian Government investment in regional health infrastructure, adding new clinical capacity, modern patient accommodation and upgraded building services to one of the state’s most important regional health assets.

To support the handover of the mechanical services, Dewick & Associates was engaged to produce the Mechanical Services O&M Manual on behalf of the mechanical services contractor, Entire Mechanical Services, providing the hospital’s estates team with a clear, compliant reference for the installed mechanical systems.

The Victorian Health Building Authority delivered the Ballarat Base Hospital Redevelopment in partnership with Grampians Health to increase healthcare capacity for the growing region. Stage 2 introduced the new six-storey CEPSS Building, providing the essential infrastructure that underpins the hospital’s ongoing operations, including central energy services, pharmacy, pathology and education facilities.

The redevelopment was designed to improve operational efficiency, strengthen service resilience and support the future expansion of the hospital. The new Central Energy Plant plays a critical role in providing reliable heating, cooling, power and backup services required for continuous hospital operations, making accurate Operation and Maintenance documentation an essential component of the project handover.

Entire Mechanical Services appointed Dewick & Associates  to develop the Mechanical Services O&M Manual, ensuring the completed documentation met the builder’s requirements while providing a clear and practical reference for future facilities management.

Delivering mechanical services for a major healthcare redevelopment requires meticulous coordination and documentation. Entire Mechanical Services was responsible for installing a broad range of critical mechanical systems that would support the long-term operation of the new hospital infrastructure, making the accuracy and completeness of the Operation and Maintenance (O&M) Manual essential to a successful project handover.

Throughout construction, technical information was received from numerous equipment manufacturers, suppliers and subcontractors. Product literature, commissioning records, maintenance requirements, warranties, compliance certificates and operating instructions all needed to be collected, reviewed and consolidated into a single, structured document. Managing this process while maintaining version control and ensuring no critical information was overlooked presented a significant documentation challenge.

Operating within a healthcare environment also meant the documentation needed to meet the high standards expected for hospital infrastructure. The completed O&M Manual had to provide facilities managers with clear, reliable guidance for operating and maintaining the mechanical services, while supporting compliance with Australian Standards, healthcare engineering requirements and long-term asset management objectives.

Dewick & Associates managed the complete documentation process using our nucleus online documentation portal, providing a central platform for collecting and tracking subcontractor documentation throughout the project. Manufacturer literature, equipment schedules, warranties, compliance certificates and technical submissions were coordinated through the portal, providing complete visibility of outstanding documentation and streamlining project close-out.

Our technical authors developed a bespoke O&M Manual in the builder’s required format, producing a comprehensive handover package that supports the ongoing operation, maintenance and lifecycle management of the hospital’s mechanical infrastructure. Every document was reviewed for accuracy, consistency and compliance before final delivery.

Entire Mechanical Services received a professionally authored Mechanical Services Operation and Maintenance Manual that supported the successful handover of the CEPSS Building while reducing the administrative burden associated with project close-out.

The completed documentation provides Grampians Health with a comprehensive reference for operating, maintaining and managing the building’s critical mechanical infrastructure. By delivering structured, quality-assured documentation, Dewick & Associates helped ensure the hospital’s essential building services could be safely maintained, supporting reliable healthcare operations now and into the future.
