Understanding UK Building Regulations: A Technical Overview of the Approved Documents

The Building Regulations (principally the Building Regulations 2010 in England and Wales, with parallel systems operating in Scotland and Northern Ireland) are statutory instruments established under the Building Act 1984. You are not legally mandated to follow the Approved Documents exactly, but if you deviate from them, the burden of proof rests entirely on you to demonstrate to the Building Safety Regulator (BSR) or local authority that your alternative methodology satisfies the underlying law.

Compliance is typically verified through inspections and approvals by either a Local Authority Building Control Body or an Approved Inspector/Registered Building Control Approver.

Approved Document A: Structure

Approved Document A ensures that buildings can withstand all anticipated dead, imposed, and wind loads without catastrophic deformation or collapse.  The document references structural design standards including Eurocodes and provides guidance for foundations, walls, floors, roofs and structural alterations.

Approved Document B: Fire Safety (Volumes 1 & 2)

Divided into Volume 1 (Dwellings) and Volume 2 (Buildings other than dwellings), Part B limits the internal and external spread of fire and ensures adequate means of escape.  The Approved Documents key objectives include: protection of life, limitation of fire spread, safe evacuation and access for fire and rescue services.

Following the Grenfell Tower tragedy, significant revisions have strengthened requirements relating to high-rise residential buildings and fire safety management such as secondary staircases for residential buildings over 18 metres, sprinkler mandates for buildings over 11 metres and strict bans on combustible materials on external wall systems for specific high-risk profiles. Approved Document C: Site Preparation and Resistance to Contaminants and Moisture

Approved Document C seeks to ensure that buildings remain dry, healthy and durable throughout their service life through clearance of vegetable matter, remediation of toxic ground substances (radon, methane, chemical pollutants), sub-soil drainage, and the installation of robust damp-proof courses (DPC) and membranes (DPM).

Approved Document D: Toxic Substances

Approved Document D specifically addresses protection of occupants health against issues arising from materials used inside the building fabric.  Preventing the emission of toxic fumes or particulates into occupied spaces, specifically regulating the chemical vapor barriers and insulating materials applied within cavity walls.

Approved Document E: – Resistance to the Passage of Sound

Approved Document E establishes minimum acoustic performance standards, to reduce noise transmission between dwellings and within mixed-use developments such as multi-residential developments, hotels, student accommodation and healthcare facilities.

Approved Document F – Ventilation

Approved Document F ensures adequate indoor air quality by extracting moisture and pollutants while supplying fresh air, preventing mould and condensation. The document provides guidance on background ventilation, extract ventilation, whole-building ventilation and mechanical ventilation systems.

Approved Document G: Sanitation, Hot Water Safety and Water Efficiency

Approved Document G provides guidance for public health design and installation, covering water supply and sanitary provisions, with specific focus on provision of toilets and washing facilities, hot water storage systems and scald prevention and water efficiency requirements.  For new dwellings, maximum potable water consumption targets are specified.

Approved Document H: Drainage and Waste Disposal

Approved Document H outlines the engineering design parameters for foul water drainage, rainwater management including Sustainable drainage systems (SuDS), and solid waste storage including septic tanks and treatment systems. The document aims to prevent flooding, pollution and public health risks.

Approved Document J: Combustion Appliances and Fuel Storage Systems

Approved Document J addresses the safe configuration of air supply, flues, and chimneys for heat-producing appliances running on solid fuel, gas, or oil i.e boilers. The document seeks to minimise risks associated with fire, explosion and carbon monoxide exposure.

Approved Document K: Protection from Falling, Collision and Impact

Approved Document K focuses on preventing accidents associated with building use through guidance on design of stairways, ramps, balustrades, vehicle barriers, glazing safety.

Approved Document L: Conservation of Fuel and Power

Approved Document L establishes the requirements for energy efficiency and carbon reduction for dwellings (Volume 1) and buildings other than dwellings (Volume 2).  The approved document focuses on key areas of energy usage: building fabric performance, thermal insulation, air permeability, heating efficiency, lighting efficiency, renewable technologies and carbon emissions targets which are central to the UK’s journey toward net-zero carbon emissions.

Approved Document M: Access to and Use of Buildings

Approved Document M promotes inclusive design and accessibility. guarantees that buildings are accessible to, and usable by, people regardless of age, gender, or disability through the consideration of accessible entrances and sanitary facilities, design of circulation routes, lifts and platform lifts.

Approved Document O: Overheating

Introduced in 2022, Approved Document O addresses overheating risks in residential buildings which have resulted from the unintended consequences of highly insulated, highly glazed modern structures.  The Approve Document reviews solar gain control, building orientation, window design, ventilation and passive cooling strategies.

Approved Document P: Electrical Safety

Approved Document P applies primarily to electrical work within dwellings, to mitigate the risk of electrical shocks / fires with domestic properties through inspection and testing, competent person schemes and certification requirements.  The Approved Document ties directly into BS 7671 (The IET Wiring Regulations) and dictates which higher-risk electrical works must be formally notified to Building Control.

Approved Document Q: Security

Approved Document Q establishes minimum security standards for new dwellings such that all easily accessible doors and windows installed in new dwellings must be tested and certified to security standards.

Approved Document R: Physical Infrastructure for High-Speed Electronic Communications Networks

Approved Document R supports modern digital connectivity requirements for new development through provision of continuous containment ducts, network termination points, and access routes from the public highway to individual units, facilitating rapid gigabit-capable network deployment without disruptive retrofits.

Approved Document S: Infrastructure for the Charging of Electric Vehicles
